Executing a communication Strategy in support of Private Sector Participation

Executive Summary

The Lagos State Water corporation provides portable water for the over 12 million population of Lagos though Lagos water corporation has been able to satisy 40% of its current demand and with an annual population growth rate of 4%,the projections are that the overall water demand will double by year 2020,The state government through the agency of Lagos water corporation will have to provide the necessary capacity to deliver at least 160% of the current water supply. To effectively meet this growing demand,the Lagos state government has introduce the Private Sector Initiative[PSP] Initiative as the best option in the improvising of this public utility.To successfully execute this initiative and achieve these developmental goals,the PSP idea has to be understood,believed,adopted and internalised by all relevant stakeholders.

Challenges

• The first is abject ignorance about the form and substance of PSP,This lack of understanding is partly due to the peculiar political culture of Nigeria of Nigeria society that harbours deep suspicions about the intent of the Government.
• The second flowing from the first is the perceived lack of open and transparent process in the business of government.There is some validity in this position.
• The third is the ideological mistrust of Brenton Woods Institutions like the World Bank and the IMF ,with particular regard to the origins and ownership of initiatives like PSP.
